All past attempts to resolve the conflict have failed. The two groups have limited their chances of agreement more and more by becoming more and more insistent on their demands. The Israelis believe that the land belongs to them as their promised land. On the other hand, Palestinians feel that they were displaced from their land in 1948 when Israel gained independence. That said, none of the two groups would take anything less than making Jerusalem its capital city and their complete independence of their respective areas.

While negotiations have been underway, Israelis have been building settlements in West Bank. West Bank is the area where the Palestinians were concentrated at independence. Building settlement ar4eas by the Israeli government often necessitates allocation of more security personnel to protect the new settlers. This has in turn led to a more intense conflict between the two communities.

There are two reasons why the conflict cannot be resolved. First, the Israeli-Palestinian conflict is not a conflict of territory. Instead, it is a conflict of national identity over the whole homeland. Each of the groups wants to get hold of every part of the nation. This then raises the question of where the displaced group will move to. Second, the size of the conflict is unclear. Palestinians are unsure of whether they are fighting against only the Israeli Jews or against the Israeli Diaspora as well. On the other hand, the Israelis are unsure of whether their conflict is with the Palestinians alone or with the entire Arab population. This implies that the two sides have undefined demographic boundaries. It is therefore impossible to factor out mistrust in such a conflict.
