Determining the threat and risk to a community will identify vulnerabilities. Your discussion for this week: assume that you are an emergency manager for a community that has experienced a chemical incident by rail. Many homes are located near the rail yard and have been severely damaged by an explosion. The residents have been evacuated and relocated to an area that has alternative housing.

Remember to include in your posting some of the immediate actions that need to be taken. Who are some of the vulnerable populations that may be impacted by this event? What are some of the immediate actions regarding individual response, healthcare response, public health issues that may arise, and what recovery actions are going to be necessary based on this response?

The mayor of the community wants you to investigate how to get funding for the damages through state or federal assistance programs. How do you advise the mayor and the Town Council on how to proceed? How would you contact Federal Emergency Management Administration (FEMA) to learn what assistance is available? What factors must be considered before applying for assistance?

Discussion 3

You work in a small community that is experiencing increased heat-wave levels in the area. The neighboring communities are experiencing lack of cooling resources for vulnerable populations. This is becoming a major situation, and the question is, “How to solve this problem?”

Do you believe that some type of regional organization should handle this, or can it be done locally with all communities involved working together? Should a Local Emergency Planning Committee (LEPC) be formed? There are a number of casualties involved with the excessive heat event.

Many residents are scared, refusing to leave their homes, and ill-stricken residents have been reported as deceased after exposure to the heat and heat laden buildings with little ventilation. What are some of the responses necessary for the event of dead body management in masses? How will emergency responders be able to assist in triaging ill victims overall?

Discussion 4

You are the Emergency Preparedness Coordinator for a city with a population of 80,000 residents. There is a full time fire department with 100 paid personnel and 5 fire stations. The police department has 75 paid full time officers and 3 stations. There are also several volunteer organizations such as the American Red Cross, Salvation Army, and Faith without Borders. The city is equipped with a public works, electric, and water departments.

You must present to the City Council a proposal to incorporate all of the city departments along with the business community and other private sector agencies into a work group that will develop a disaster resiliency program utilizing resources from each group. This resiliency program should be focusing on hurricane preparedness and the use of volunteers during a hurricane along the coastal area.

What are the main issues involved in the process? What are the legal ramifications involved if any? Have other communities been successful in this venture?

This week’s discussion focuses on assistance and support from non-governmental and faith based organizations.

A massive radiological incident has hit and devastated your community located in the Midwestern portion of the United States. Many residents have been rendered homeless and need sheltering and food. Based upon your research what organizations are able to assist in the set up and coordination of a shelter. Would your shelter be located in a school gymnasium or a church facility?

Who can provide food and clothing for the victims? What are some of the medical issues that need to be addressed for those in the shelter? For your discussion posting, question or challenge your classmates’ response. Do you agree with them? If so, explain why.

You are the emergency manager for a city that just suffered an industrial explosion in a chemical manufacturing plant. There is suspicion that the blast was caused by an act of terrorism. The incident has killed 60 people and has destroyed many homes and businesses. People are suffering from Post Traumatic Stress Disorder (PTSD). Everyone is in a heightened state of fear and anxiety, and there is a great deal of debris in the roadways.

• What are some of your concerns and immediate needs?

• What skills are you looking for in Voluntary Organizations, and in what capacity will they assist?

The impact from this volcanic eruption demonstrated the ferocity of such an event by spewing ash over bordering countries, causing evacuations of thousands of citizens, contaminating land, livestock, waterways, and impacting travel.”

What are the issues surrounding the event regarding demographics and socioeconomic issues? Was there advance warning and preparation? Did adequate Disaster Aid assist every area that was involved, or were some countries able to handle the event with their own resources? What is the status of bringing back the economic growth to the affected areas?
