Instructions
Each group has been assigned to debate one side of an issue. Each group will have 10 minutes
to present their assigned position on the issue. After each group presents their issue, each
group will be given 5 minutes to provide a rebuttal, so be prepared with specific points and
possible counter-points for your position. At the end, there will also be 5 minutes for
questions from the audience.

Debate assignment
It is ethical for the government to collect data from its people since the data is used to
keep civilians safe and to thwart efforts by terror groups to disrupt public peace. According to
Cayford, & Pieters, (2018), surveillance technologies such as the CCTV cameras, drones, data
mining, phone tapping and social media surveillance are effective in identifying potential
terrorists before they execute their attacks on the people. Over the past decade, terrorist groups
such as the Islamic states have increased their presence in middle east countries and even
deployed their agents into the Mainland US. If such groups are allowed to operate freely, they
might cause havoc, loss of lives and destruction of properties worth Billions of dollars. It is
through surveillance that the government can identify terrors activities, and thwart efforts by
terror groups to plan and execute attacks.
The Government also collects data from its citizens for the purposes of crime prevention,
and identification. Such an approach is ethical since it seeks to promote the good of the entire
public by ensuring that criminals are identified or deterred. According to Lindegaard & Bernasco
(2018), surveillance technologies such as CCTV cameras have been effective in identifying
criminals, and ensuring that they are easily identified. Further, real-time CCTV cameras have
been effective in preventing crimes, and their impacts since law enforcement officers can
intervene before an actual crime takes place. Further, phone tapping and social media
surveillance techniques are used to identify online fraudsters, and to protect the public from
online crime. For instance, government agencies can conduct surveillance on a suspected
criminal, ensuring that public order is maintained.
It is ethical for the government to collect data from the people since it does not use such
data to harm its people. According to Berg, (2018), law-abiding citizens should not worry about
data collection and surveillance, since they have nothing to hide or be afraid of. For instance,
most of the times, the government uses the data collected through surveillance for its planning
purposes, crime deterrence and prosecution purposes. As such, an average citizen should not be
worried by these efforts if there is nothing to hide. Further, checks and balances are in place in
addition to intelligence oversight, which means that a citizen cannot be detained if you are on the
right side despite the existence of specific claims of conspiracy theories.
