A Proposal for The Construction of a Baseball Field

There is an ever growing need for recreational facilities. The creation of this amenities will help build the community and individual successes. The development of the youth of the municipality greatly depends on the exploitation of their talents in baseball and other sports, as such the success of the youth may be regarded as the city’s success (Bailey, 2014). With this proposed project’s implementation, the improvement of the people’s lifestyle will be hastened in how much they earn and health wise. With the people’s health taken care of, there is expected increase in economic benefits that results from physical exercises carried out by both the players and, the general public (Clawson, Knetsch, 2013). Moreover, businesses that may be involved in the day to day running of the recreation facility will greatly benefit from it. The revenue collected from the use of the recreation facility by the local government may be utilized in the day to day running of the facility or for other related investments.

Recreational activities and especially baseball games are part of the residents of this city, and as such it is imperative that the citizens are given an opportunity to exploit this inexpensive but still, a crucial resource of talent. The baseball players in this city have for a long time suffered from not being able to access the resource that they need most to help them prepare for competitions. Moreover, the local government is losing valuable revenue that could be collected from such a facility (Clawson, Knetsch, 2013). Nevertheless, the local government has not been able to address this matter from an amicable perspective. The need for the facility in this city is not only for recreational resolutions but also financial and social purposes (Bailey, 2014). The lack of this facility has also been as a result of some bureaucratic government structures that may not be entirely erroneous but have contributed to the deceleration of the project. Moreover, the lack of supportive infrastructure has also decelerated this proposed project in the past.

The need for a baseball field in this city has been a major concern to its citizens for a long time. Even after the creation of the International Baseball Federation (IBF) in 1938 (Carter, 2016), and having participants from this city, there has not been a remarkable change in how baseball is handled in our municipality. The existence of players and the need for them to feel recognized and appreciated has gone unnoticed for far too long. The proposed project should serve as a way of identifying our players who deserve such a facility as this. Moreover, the baseball field proposal has faced financial challenges, for a long time few or no sponsors were interested in supporting this noble task, the local government did not feel that the reasons given for its construction were satisfying (Gilbert, 2013). These challenges made it tough for the commencement of the project. Despite the presence of these difficulties, the baseball players together with other stakeholders still felt that it was a viable project.

The proposed project may not seem critical at the moment but giving it a closer look; one realizes that it is quite urgent, this is because baseball players need a well-developed and appropriately equipped place for their practicing, besides the need to hold competitions in this city proves the urgency of this proposal. Instead of sending players to other towns and municipalities we should invite competitors to our city (Gilbert, 2013). Moreover, during the contest period, our businesses may be able to boost sales as the demand for food and other necessities will be in very high demand. The implementation of this proposal will not only benefit the city financially but also help the local people to engage in recreational activities that may improve the health of the citizens. Furthermore, the project will spur other related development through the construction of supportive infrastructure; this may include access roads, baseball equipment shops, among other infrastructural changes. If the problem is episodic or recurring, how often does it occur?

The need for a baseball field may seem occasional as competitions occur during the contest periods. This argument suffers from holistic myopia because the area is required for the preparation of the players all year round before the actual matches start (Gitter, Rhoads, 2014). Therefore, players need the resource for their training. Despite the fact that the funding might be viewed as being periodic mainly because it goes through a cycle of high and low seasons, the important thing to consider is that the resource is not only meant for competitions alone but also for use by the locals. Therefore, its use and the benefits gained by the players and businesses and the revenue collected by the municipality cannot be confined to the cycle of seasons that the game undergoes, but rather the continuous benefits reaped from the use of the facility. The need of this facility is, therefore, justified because all the citizens will utilize it at all times and therefore cannot be classified as either a periodic resource or facility. 

The lack of a baseball field in this city is not due to lack of funds but rather lack of proper policies to guide the investment of funds in the construction of the recreational facility (Gitter, Rhoads, 2014). Nevertheless, it may be attributed to the fact that that most leaders have not recognized the immense need for this facility. As much as most of the leaders may argue that the long-term maintenance costs will be too high. Such arguments are void as with the establishment of the facility, and proper management of the taxes to be collected, the project will, without a doubt, be able to cater for its costs and still raise more revenue for other developments. The lack of a favorable location for the baseball pitch is also an important issue as it should not be too close to the cities infrastructure due to the nature of the game. Nonetheless, it should not be too far from the residential area such that it becomes an inconvenience to the people who might be willing to use it.

The city provides some of the best baseball players in the country and as such there is a need to address the need for the provision of proper training grounds for the players. If such a facility has not yet been provided, then the city might lose a valuable resource for its income. The primary reason for the construction of the facility is to help in the development of the baseball talent and the sport in general. Likewise, it aims at promoting infrastructural change and enhancing business operations (Dyreson, Trumpbour, 2013). The need for companies to expand their sales so as to aid in the development of the city may be answered through the implementation of this project. Also, the cities infrastructure will have to be adjusted so as to accommodate the recreational center. As far as all these changes are a concern the positive aspect of the proposed project outweighs its anticipated adverse effects and as such the project is viable.

The need for baseball training field that would also act as a competition ground has for a long time been the dream for most if not all of the baseball players. In spite of the players’ appeals for the project to be granted the weight it deserved, their pleas have gone unnoticed for a very long time. With the city’s growing population and the pressure for recreational facilities, the project will be most welcomed. Due to the presence of resources, and talented players the need for the proposed project is now at its opportune time. Although the first individuals to recognize the necessity of the field were baseball players. Later some baseball organizations and construction companies took an interest in the whole idea; this attracted sponsors willing to invest in the proposed project (Dyreson, Trumpbour, 2013). The viability of the project was once again proved possible as the city’s budget could be able to cater for a significant part of its construction. 

The need for the field cannot be approached as a holistic project in itself but rather is segmented into distinct sections that can be analyzed individually. First, the commercial sector must be handled as a separate yet complementary aspect of the project, the presence or lack of enough capital for the construction will have a direct impact on the project. Second, the expectations of the locals and players, the location standard and another day to day operations may be greatly influenced by these users’ expectations (Gitter, Rhoads, 2014). The third part, it comprises of the business environment, the proposed project will have remarkable improvement on the economic platform. The need to compartmentalize all firms and companies to be involved in the construction and running of the field may be analyzed as a separate section of the project (Parrish, 2013). The last perspective is that of the local government revenue collection and reinvestment; it is a very critical part as it is the primary determinant of the success of the project. 

For the proposed change to take effect various stakeholders must be involved, they may include, the municipal government, sponsors, baseball players and the citizens in general. The role of the local government and financial institutions or sponsors is to check for the viability of the project. Although the local government is perceived as an integral part of the decision-making process of whether or not the project will proceed, its vital role cannot overrule the other components in the decision process. For example, the local government may not decide to implement a project without confirming the help they may get from sponsors and donors (Gitter, Rhoads, 2014). On the other hand, sponsors willing to invest in this project may not do so without first ascertaining that the expected returns can truly be realized. Therefore, although both parties can influence the change, they may not do so without checking with the other part so as to certify that their interests are covered. 

Since the baseball field will majorly serve the interest of baseball players, it is vital that a renowned player is picked as the spokesman for the proposed project. The primary reason for the suggested spokesperson is that a participant of the game is in a better position to understand what the sport may require regarding equipment and other resources (Clawson, Knetsch, 2013). The project may not be viewed entirely as a players’ project but rather also include the representative of other departments that will be involved in the proposed project. For example, it will be prudent to involve a construction envoy, a spokesperson for the sponsors and financial institutions (Terry, 2013). Finally a government spokesperson will also be imperative. These various representatives may not entirely rule out the overall spokesperson for the proposal, but will represent different groups to be factored in the decisions to be made. Furthermore, the projects’ representative will have the mandate of ensuring that all the other spokespersons are satisfied with the overall decisions made during the project implementation process. 

The need for a baseball field has been addressed in the past, but it did not possess the weight it deserved to be implemented. Among other contributing factors was the implementation of other projects that would later act as complementary projects toward this proposed project. Although this proposal has been addressed before by local politicians, the general feeling is that it has been over-politicized and hence used as just a strategy rather than a need that needed to be addressed. Even though the project has come at the opportune moment, there are those who still believe that the funds to be allocated this project should be used for alternative purposes. While some local parliamentarians do not seem affected by this proposed project, it is crucial that they take a stand in deciding whether or not to support the project (Terry, 2013), so as to have it implemented and completed. Whether some of the leaders propose or oppose the whole idea of this proposal, the importance of the project cannot altogether be underestimated. 

The primary beneficiary will be the citizens of this city, the businesses, and the local government. The proposed change will be funded by the local government and will be affected by construction companies and baseball organizations. The proposed construction company will be awarded a tender to do the construction. Nonetheless, the target population will primarily involve baseball players, the local citizens who may want to use the facility for other related recreational purposes (Clawson, Knetsch, 2013). The other important part of the aim of the project is to help businesses boost their sales since this facility will attract a large number of participants. The funds for the project’s implementation will be sourced from sponsoring organizations and individuals. Furthermore, financial institutions, especially banks can be involved in the financing of the project either by being stakeholders or by lending out funds in the form of loans. Nonetheless, donors willing to give grants to this noble task will be without doubt welcomed to do so. For such a large project as this to be effected, all these participants will have to work together. 

Some of the organization and construction companies include; Scotts MLB Pitch Hit & Run is the official skills competition of Major League Baseball. Turner is one of the largest constructors of sports amenities in the United States MLB Jr. Kokosing’s skills in site work, underground utility fixing, steel erection, and concrete construction. Home Run Derby aims to find the best home run hitters in the country. Vitalizing Baseball in Inner Cities (RBI) is a youth outreach program designed to Increase participation and interest in baseball/softball among underserved youth.

The baseball project field is intended to provide a training field for the players and to earn the local government revenue as well as promote local businesses. The overall outcome of this project is to build the talent of the players, improve other related infrastructure and improve the performance of the local businesses. With these improvements and apart from earning revenue for the local government and improving infrastructure (Gitter, Rhoads, 2014), the field will improve the citizen’s health as they will be provided with a conducive environment for physical exercises(Terry, 2013). With the building of talents, the locals will be able to improve their lifestyles since the will earn from contesting in competition (Abbey, 2015). The construction of a baseball pitch does not end with just the building of the field, but it requires other facilities that might involve finances or human labor. Moreover, the project requires equipment like bats other protective gear. The baseball field will also need additional resources for example operation and maintenance costs.

The initial cost of the construction might range from USD $220 million to USD $350. Maintenance and operational costs will range from USD $13,700 to USD $20,300. Apart from the need to solicit guarantors, it would also be vital to get donations from various construction and baseball organizations and individuals. Other resources that may be required other than financial help will involve, a strategic position for the development (Terry, 2013), the need for companies to take up tenders for supplies and other maintenance operations.

Although there are high chances that this project will be implemented, there is a slim possibility that it might be turned down. If the project is not effected, then there will be long-term effects on the development of this city. If the proposal is rejected, then the employment opportunities that it could have offered will be lost. This town and the nation require jobs especially during this period of unemployment. Besides, the project is intended to better the lives of baseball players and the health of the general public (Abbey, 2015), therefore, if not effected, the health of the citizens and the talents will not be improved. The project intends to invest in the less developed parts of the city, land that otherwise will be left unutilized resulting in the wastage of this resource.

Data collection stage which includes compiling surveys of the site, conditions of the ground and getting confirmation for the assigned land. Approval of project brief requirements. Takes up to two months to complete. The initial architectural schemes. Developing particulars of the design to manage what goes into the stadium, such as the materials, ceiling height, the room types, staircases and elevators this may take up to four months to complete. Next, the engineering is determined and fixed. The structure is reviewed, the initial calculations are made, and system incorporation will be analyzed. Design principles are tested using computer software for rudiments such as mechanical systems design failures and mass modeling. This phase takes up to four months, and the project should be 40% complete by the end of this stage. All detailed computations are accomplished; all required equipment is selected, including lights, cooling units, fans, and sanitary ware. Roughly 24 specialists such as interior designers, fire engineers, ICT experts and broadcast experts, provide input to certify that the stadium is appropriate for baseball competitions. 

In conclusion, as much the municipal government may have the funds that can be allocated to the projects some other factors have to be evaluated for example the location of the construction site. The projects location should not compromise other infrastructural projects or inconvenience the locals or the players (Abbey, 2015). Building the field would result in the need for other infrastructural constructions, this may include access roads and social amenities. Security will be of concern especially during the competition periods, especially because of the expected increase in the general population (Terry, 2013). Besides the players benefiting from the use of this field, the local government will be able to collect revenue. Besides, other local businesses will benefit during competition periods. The project will focus on the improvement of the skills of baseball players and encourage the sport in this city. Nevertheless, the field will be used as a facility for physical exercises for the general public
