Funding for Disaster Mitigation

The original intended purpose of the pre-disaster mitigation program was to help in allocating funds to be used in the mitigation processes. It is important that when looking at the functions of the PDM, one realized the replication of roles among the different agencies in the state. It is for this reason that the PDM will no longer receive funding for the pre-disaster mitigation. The role the organization was playing previously will now be under the Hazard Mitigation Grant Program. This will be a more centralized and broad body dealing with mitigation. The PDM was community based but the HMGP will now be an all-inclusive body in the mitigation of disasters. The cutting off of funding for the PDM was non-consequential because it did not change any dynamics in the society. The people who worked under the PDM can move to the HMGP and the impact will not be noticeable to the people needing heir services. The goal of the two departments is to save lives and property in times of disaster. The funding that was going to the PDM will now be channeled to the HMGP (FEMA, 2013). The HMGP will have another branch or department that will take up the role of the PDM. This means that the PDM programs will not be abandoned but the people who would seek funding from it will not be successful. The people in need of the funding will now have to work with the HMGP in order to access the money. The challenges that the HMGP is likely to bring forth is dealing with people who had previously dealt with the PDM and now have to adjust to new operations models. The elimination of the PDM is not expected to bring any problems because the funding will still be available but under a different title. This will reduce the replication of services during disaster response times.
