Why was the original, decentralized design of CARE less effective in addressing 21st-century issues than it had been in CAREs earlier years?

The decentralized system was less effective in addressing the issues during the 21^st century as compared to the earlier approach. In the previous years, the country officers used to raise funds and use it on their own. However, the decentralized system only increased autonomy but never considered the whole issue (Spector, 2010). Gayle connotes that the approach just made the organization managers comfortable but compromised the effectiveness of CARE. The plan affected the organization since it needed to collaborate across national borders to make the all the parts greater, which was a challenge. 

What do you think the challenges will be in promoting collaboration across national units of CARE?

There are various challenges that the organization would experience by promoting collaboration across the national units of care. One of the challenge is the allocation of decision-making rights (Spector, 2010). There are impacts of giving all the general managers freedom of country operations since he or she would have a better understanding of the national issue than the corporate personnel. However, too much freedom will result in consequences such as significant delays and public humiliations.  Which would affect the organization if not addressed?
What steps might Dr. Helene Gayle take to promote the improvements she hopes for?

The improvement the Gayle needed to do is increasing collaboration among the national units of care. However, allocation of decision-making rights is likely to affect the approach. Therefore, to promote the improvement effectively, she would need to, ensure that there is teamwork regarding the functions and national units of the organization (Janssen et al., 2001). Also, enrich the duties along autonomy, job significance, skill variety, and task identity.
