The decentralized system was less effective in addressing the issues during the 21st century as compared to the earlier approach. There are various challenges that the organization would experience by promoting collaboration across the national units of care. One of the challenge is the allocation of decision-making rights (Spector, 2010). There are impacts of giving all the general managers freedom of country operations since he or she would have a better understanding of the national issue than the corporate personnel. However, too much freedom will result in consequences such as significant delays and public humiliations. Which would affect the organization if not addressed?

The improvement the Gayle needed to do is increasing collaboration among the national units of care. However, allocation of decision-making rights is likely to affect the approach.
