The Community Action Plan: Teen Vaping
Your Portfolio Project is a community action plan designed to alleviate or correct a public health issue in your community. Your community can be your business, school, neighborhood, town or city of residence or birth, or county.
Below is a useful site where you can find an example of the elements of an action plan.
http://www.cityofchicago.org/dam/city/depts/cdph/tobacco_alchohol_and_drug_abuse/LGBTCommunityActionPlanHC.pdf (Links to an external site.)
I have provided (attached) a brief response indicating which public health issue you have selected and why.
Deliverables 1-6:
1 – Finding Partners:
Most community action plans can benefit from recruiting partners—individuals or organizations that might help with the solution to the public health issue. These partners may have money, special tools or skills, and other resources.
Create a list of at least ten local partners/stakeholders who might be willing to help you implement or develop your own community action plan. Remember, a stakeholder is a person with an interest or concern in something. For each potential partner, include:
Your partners could come from the following (don’t be limited by this list):
Instructions:
Your external sources can be
trade publications
, government information, newspaper articles, or scholarly or
peer-reviewed
journal articles.
2 – Research Economic Considerations:
Conduct research on the following:
Instructions:Write a well-organized list that is a 2-3-page paper, not including the title and reference pages, which are required. The paper must be formatted correctly using APA style. Remember, all research material used in your paper must be paraphrased and include an in-text citation.Be sure you reference and cite at least three credible external reference such as a website or journal article to support your proposed resolution of the case.
3 – Community Action Plan Outline
For this deliverable, you will submit a detailed two-page outline (in outline format, not in essay format) of the final paper for Teen Vaping public health issue and community action plan.
For the detailed outline:
3. The detailed outline should be approximately 2 pages in length, in outline format not in paragraph format.
4 – Preliminary Written Report:
I need you to put a preliminary (rough) draft of the written portion of Final Paper. Remember to include the following sections: introduction, symptoms, diagnosis, cure, prevention, and summary.
5 – Final Paper Instructions:
The case study, with four sections (Symptoms, Diagnosis, Cure, and Prevention). Each section should be about a page in length. Your entire paper must be 4-5 pages in length not counting the title or reference pages, which must be included. Your paper must follow the APA formatting. In the Symptoms section, describe the public health issue that you have observed in your community. What “symptoms” does it exhibit? Think about whom it affects, where it affects them, and how.In the Diagnosis section, discuss the causes of the issue, and give examples of other communities that have suffered the same problem. How did those communities solve or attempt to address the issue? In the Cure section, discuss possible options for a cure for this public health issue. How can you get rid of it, or reduce its occurrence in your community? In the prevention section, discuss possible options for prevention of the public health issue that you have selected. How can you reduce the chance of people being impacted by your issue in the future?

Leadership Analysis
Internal biases that lead to poor decision making:
– Inappropriate prejudgments
– Inappropriate experience
– Self interest
– Attachments (Boyle, 2008)
A Different Leadership Model
■ Humility
■ Company interest
■ Risk evaluation
■ Salary sacrifice
American Express History
■ 1850: Founded as an express shipment company for packages
■ Late 19th Century: offered money orders and traveler’s checks
■ 1958: Released first charge card
■ 1984: Purchased Lehman Brothers
■ 1994: Separated from the Lehman Brothers merger (“American
Express”, 2013; “Lehman Brothers”, 2012)

Leadership Analysis
■ Values (integrity, courage, positive
communication, and a sense-of-self)
■ Personality (team player, adaptability, and
personal development)
■ Decision-making ability (execution,
compassion, and reflection) (Chester, 2005)
Why was Chenault Successful?
“Today’s business climate reflects unprecedented
levels of uncertainty and change. Business models
have to change every three to four years and
leaders must have a long-term perspective that
focuses on structural flexibility and adaptation,
rather than the preoccupation with meeting
quarterly financial benchmarks,” (Chester, 2005,
para. 2)
Fuld vs. Chenault
Fuld
▪
More focused on meeting quarterly
financial benchmarks than the big
picture.
Chenault
■
Had a long-term perspective that focuses
on structural flexibility and adaptation.
■
Was willing to challenge the status quo.
▪
Kept doing the same things, refused to
change his business model.
■
Focused and decisive during good times
and bad.
▪
Continued to gamble on unsupported
securities and loans.
■
Focused on staying profitable, cutting
costs and selectively investing in growth.
▪
Turned away potential buyers because of
pride.
■
Declined to take any bonus in 2008.
■
Believed in being ahead of the curve and
making changes even when things seem
good.
▪
Took a bonus of $4,250,000 in 2008.
▪
Did too little too late to save the
organization.
Conclusion
In the end, Chenault demonstrated better leadership skills than
Fuld when leading his company through crisis.
– Saved American Express during hard financial times.
– Viewed with respect from a number of his colleagues and
general population.
– Appears to have a strategy to face a current challenge of
new mandates on credit cards.
– Will make the necessary changes to his organization and
come out stronger than before.

Teen Vaping
The public is of great importance for the well-being of individuals globally. Additionally, public health
entails the aspect and art of disease prevention towards increasing or prolonging the life span of
individuals by the improvement of various health factors. The given health factors include mental
health, physical wellbeing, personal hygiene and the organization of health activities, among other
aspects such as infectious disease control (Childress & Bernheim, 2015). Community action often
comes in handy and holds a vital essence when it comes to the development, establishment and the
expansion of public health services and activities. The community is often endorsed with the duty of
promoting health in conjunction with infection prevention and disease treatment.
A recent public health problem that is affecting many of the communities is the rise of teen vaping.
Consequently, teen vaping is a health issue not only affecting the health of the individuals but also
the social and economic aspect of the people living in the community. Many teens lose their lives to
cancer after long periods of addiction. Additionally, teen vaping can lead to poor mental
development due to high contents of nicotine in the products.
Despite numerous moves taken by health organizations to curb the problem of teen vaping, not all
have been able to effectively accesses the given services and assistance required, thus making it a
reoccurring challenge in the community (Childress & Bernheim, 2015). One may ask who’s
responsible for teen vaping and should the government play a larger part in this public health
concern?
Public health ethics have a significant responsibility for the welfare of the community. In general, the
lifestyle one chooses has the most impact on their health. Most developed countries attribute their
health to the type of lifestyles they have. However, people often forget the aspect that their choice
of lifestyle is usually caused by the action of other individuals around them such as the government
and people that hold status in the community (Childress & Bernheim, 2015). Additionally, other
aspects such as genetic orientation, social economic and environmental factors can also significantly
affect the health of teens. Thus, the ethical justification for the government to carefully consider and
promote public and community health needs.
Public health ethics is also vital when it comes to global health, and one of the highest factors
considered is the activities that each country takes towards reducing the effects and impacts of teen
vaping in communities. Public health is also responsible for the shortcomings that are related to
existing models of bioethics accountable for dealing with similar issues (Holland, 2015). None the
less is the relevance that both global and public health hold in solving the problems given.
In conclusion, one aspect that can help solve teen vaping is by holding discussions with the public,
and/or communities on teen vaping health concerns to find a collaborative way of dealing with the
issue for the communities. By providing education and working with local schools and businesses on
nicotine replacement in addition to creating an awareness program and community-based business
platform directed toward health education would be essential in minimizing this public health
concern.
